What Would Happen?

A little while ago, I was talking to my dad about how often we hear that if such and such didn't exist, or wasn't around, then everything would be better. So I proposed the idea of a "New North America", in which the continent would be re-divided based on certain classifications. Some of the new nations that would be created are as follows: (and please understand that I'm not saying we should ACTUALLY do this, it was just a hypothetical idea) A liberal state, a conservative state, the original USA, the original Canada, the original Mexico, an African American state, an organic/anti-vaxxer state, etc. The idea would be that you would be required to meet certain physical/social rules to live in these states. The African American state, for example, would require that all members of the state have at LEAST 25% of their DNA from an African nation. The conservative state would require that you align yourself with certain ideals, and you have to be within those parameters to live there. We then posed that between the ages of 16 and 20, members of the nations would get the choice to leave the nation they grew up in and move to a different area, and find a spot that meets their views.

We had been talking about how often in the news we see things like: If there were no white people in power, the black people would be more successful...if everyone was allowed to choose between vaccines or no, then the world would be better...etc. So my question is this: If we actually made these divisions (again, I'm not saying that we actually should do this), would the world be any better? Would the people in these states actually be happier/more successful? Or are we just trying to put blame on a group of people in order to not take responsibility for our actions?
